Scourge actually gave notCyclonus the other arm, becoming a bit more cooperative now. Maybe they hadn't made "Levi" to manipulate him, maybe they'd brainwashed some poor sucker into being "Levi"--someone like Cyclonus enough to unnerve him, but also programmed to care about him.
