Of course they didn't. If there was ever a neutral figure out there, it was a reaper. No, they didn't decide who died, but they could still—they still had the power to change it. If a deal was struck, anyone's life could be exchanged for another. Because he'd looked. He'd looked everywhere and that was the only loophole. Or it couldn't really even be called a loophole since he technically wasn't cheating anything. As long as someone's soul was claimed when it should've been, it would work.
